SUBJECT: MEETING SUMMARY - CRYSTAL RIVER 3, DOCKET NO. 50-302 This refers to the management meeting conducted at your request in the NRC Region II office on May 15, 1985. The meeting was held to discuss the NRC inspection findings documented in Inspection Report 85-22 concerning the recertification of licensed operator candidates at Crystal River 3. The details of the meeting are provided in Enclosure 1. A list of attendees at the meeting is shown in Enclosure It is our opinion that this meeting was beneficial in that it enabled us to better understand those actions you plan to take to adequately recertify the nine licensed operator candidates of December 198 ,

JUN 2 81985 ENCLOSURE 1 MEETING SUMMARY On May 15, 1985, representatives of Florida Power Corporation (FPC) met with the NRC at FPC's request, in the NRC Regional Office in Atlanta, Georgia. The topic of discussion was the discrepancies identified during a recent inspection and documented in NRC Inspection Report 85-22 regarding the recertification of the nine licensed operator candidates of December 198 The required actions to correct these discrepancies were discussed at this meeting and are listed below as agreed upon by both FPC and the NR Each of the nine candidates shall: Receive a walk-through examination of the plant and its systems, which will include an evaluation of the candidate's knowledge emphasizing the immediate corrective actions contained in the abnormal and emergency operating pro-cedures, the location of plant equipment as well as SRO candidate's ability

Receive an oral examination by a board consisting of at least three qualified people. Such an examination can be graded on a pass / fail basis. FPC shall submit correspondence to the NRC Region II that identifies differences between the NRC-398 forms previously filed, and that training which can be supported by clear documentatio The NRC pointed out that, although the above actions addressed those discre-pancies found by the NRC, FPC should ensure that no others exist.
