SUBJECT:

NRC INSPECTION REPORT NO. 05000295/2018001(DNMS);

05000304/2018001(DNMS); AND 07201037/2018001(DNMS) - ZION NUCLEAR POWER STATION

Dear Mr. Hinkley:

On August 21, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the permanently shut down Zion Nuclear Power Station in Zion, Illinois. The purpose of the inspection was to determine whether activities related to the decommissioning of Zion Units 1 and 2 and related to the operation of the Independent Spent Fuel Storage Installation (ISFSI)

were conducted safely and in accordance with NRC requirements. On August 21, the NRC inspectors discussed the results of this inspection with you and members of your staff. The results of this inspection are documented in the enclosed report.

During the inspection period, the NRC inspectors reviewed the following aspects of onsite activities: safety reviews, design changes, and modifications; self-assessment, auditing, and corrective action; maintenance and surveillance; decommissioning performance and status review; remedial and final status surveys; radioactive waste treatment, effluent, and environmental monitoring; solid radioactive waste management and transportation of radioactive materials; and operation of an ISFSI. The inspection consisted of an examination of activities at the site as they relate to safety and compliance with the Commissions rules and regulations.

Areas examined during the inspection are identified in the enclosed report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observation of work activities, and interviews with personnel.

Based on the results of this inspection, no violations of NRC requirements were identified. This letter and its enclosure will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.

Sincerely,

/RA/
