1.0 Purpose

The management meeting was held at the ' request of the Boston Edison  ;

Company (BEco) to discuss the BECo self-assessment process designed to determine readiness for requesting restart, ,

2.0 Meeting Summary l

The meeting was opened with brief comments by NRC Region I- Administrator,  !

Mr. William T. Russell. Mr. R. Bird opened the Boston Edison Company's presentation with a brief discussion of the licensee's philosophy of self-assessment and indicated that the self-assessment and the NRC Diagnostic Team Inspection are precursors to BECo requesting restart permission. The licensee emphasized that self-assessment is an ongoing process and, as shown in the Attachment provided by BECo, includes two structured assess-ments or phase l 1 i The first phase, the preliminary assessment, will be conducted by the  !

seven department managers and will involve a review of the progress in  !

addressing the Restart Plan commitments, the Systematic Assessment of ,

Licensee Performance (SALP) No. 86-99 concerns, and industry recommenda- l tions, as well as the managers overall conclusions, observations, and 4 recommendations concerning readiness for restart. The results of this l

assessment will be presented to a senior management assessment team for l

review and a decision to proceed to the next phas The second phase, the readiness self-assessment, will be a more detailed

review and evaluation of the areas examined during the first phase as well as a review of station personnel readiness and effectiveness of corrective .

The NRC expressed concerns, which were acknowledged by BECo, that the  !

self-assessment needs to address recent NRC inspection findings including l how they relate to existing corrective action programs, and to evaluate  :

3.0 Concluding Statements Mr. Russell closed the meeting by indicating that the problems which are identified and addressed by BECo during its self-assessment and the associated corrective actions taken, would be important indicators to NRC in judging BEco's effectiver.ess in the performance of the scif-asseument process. Purpose To review the self-assessment process Boston Edison has designed _ to determine readiness for requesting restar II. Introduction As stated on page ES-1 of the Boston Edison Restart Plan, the decision to request restart will be made by Boston Edison only after we are sure that the level of management control is sufficient to ensure safe and reliable operatio The Restart Plan was developed in mid-1987 based on a rigorous self-assessment by Boston Edison managemen Sel f-assessment is an integral part of management's approach to proper control and to meeting rising standards of excellence for operation of Pilgrim Station. This type of rigorous self-assessment has been proven valuable by the experience of utilities generally regarded by their peers and regulators as the most successfu Effective self-assessment has been proven over the years to be a fundamental characteristic of successful operation of both navy and commercial nuclear power plant Section V of the Restart Plan issued last July delineates the bases for Boston Edison's assessment of readiness to restart Pilgri In today's meeting, we will describe the approach we are using to conduct our self-assessment to confirm the criteria are me III.
