PALISADES NUCLEAR PLANT - NRC SECURITY INSPECTION REPORT 05000255/2017201

Dear Mr. Arnone:

On August 30, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at the Palisades Nuclear Plant and the NRC inspectors discussed results of this inspection with Mr. D. Corbin, General Manager Plant Operations, and other members of your staff. The results of this inspection are documented in the enclosed inspection report.

NRC inspectors documented two findings of very low security significance (Green) in this report.

These findings involved violations of NRC requirements. The NRC is treating these violation as non-cited violations (NCVs) consistent with Section 2.3.2.a of the Enforcment Policy.

If you contest these violations or significance of these NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S.

Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 0001; with copies to the Regional Administrator, Region III; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspectors at the Palisades Nuclear Plant.

If you disagree with a cross-cutting aspect assignment in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 0001, with copies to the Regional Administrator, Region III; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspectors at the Palisades Nuclear Plant. Two cross-cutting aspects were assigned to findings in the area of human performance.

Specifically, Human Performance, Teamwork (H.4), because the licensee did not ensure that the operations and security organizations communicated to ensure that nuclear safety is maintained; and Human Performance, Conservative Bias (H.14), because the licensee did not use decision making-practices that emphasize prudent choices over those that are simply allowable.

This letter will be available for public inspection at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Request for Withholding.

The enclosed report contains Safeguards Information (SGI) as defined by 10 CFR 73.21, Protection of Safeguards Information: Performance Requirements, and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the enclosed report will not be made publicly available. If you choose to provide a response that contains SGI, please provide the level of protection described in 10 CFR 73.21. Otherwise, if you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information - Withhold from Public Disclosure Under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii),

the NRC is waiving the affidavit requirements for your response.
