Dear Mr. Ventosa:

On December 31, 2013, the U.S. Nuclear Regulatory Commission (NRC) staff completed its annual inspection of the Emergency Preparedness Program at Indian Point Energy Center.

This inspection began on January 1, 2013. Issuance of this letter closes Inspection Reports 05000247/2013501, 05000286/2013501, 05000247/2013502, and 05000286/2013502.

Inspection activities charged to these reports include conducting mid-cycle/end of cycle assessment activities, responding to technical questions from resident inspectors or licensee personnel, and resident baseline inspection. Any observations and findings in this area were provided to you via separate correspondence.

On December 31, 2013, the NRC staff also completed its annual inspection of the Security Program at Indian Point Energy Center. This inspection began on January 1, 2013. Issuance of this letter closes Inspection Reports 05000247/2013401 and 05000286/2013401. Inspection activities charged to these reports include conducting end of cycle assessment activities, following up on Suspicious Incident Database reports, responding to technical questions from resident inspectors or licensee personnel, and, in some cases, performing traditional enforcement activities. Any observations and findings in this area were provided to you via separate correspondence.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter, and your response, if any, will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
