Dear Mr. Ebneter:

Millstone Nuclear Power Station, Unit No. 2 Response to I6E Inspection No. 50-336/85-22 Pursuant to the provisions of Section 2.201, Title 10, Code of Federal Regulations, this report is submitted in reply to Reference (1) which informed Northeast Nuclear Energy Company of an apparent Severity Level IV Violation.

This was the result of items of non-compliance noted during inspections con-ducted on June 3-7, 1985 and June 12-17, 1985.

Statement of Violation 10 CFR 50, Appendix B, Criterion XII " Control of Measuring and Test Equipment" states that measures shall be established to assure that tools, gages, instru-ments, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated, and adjusted at specified periods to maintain accuracy within necessary limits.

Procedures for calibration of the instrumentation for local leak rate tests require the following:

- IC 2436B, Local Leak Rate Test Box Calibration (Section 2.1) states "The flow indicator shall be returned to vendor for calibration every three years".

- IC 2436B, (Section 7.2) states " Records on IC Form 2436B-1 the date the flow indicator was last calibrated and the date calibration is due".

i Contrary to the above,.as of June 13, 1985, the flow indicator was not returned '

to the vendor for calibration every three years in that it was placed into I i operation in October, 1980 and not returned for calibration since that time.

The date last calibrated and date due were also not recorded. In addition, l

!

procedures were not established to assure proper calibration of the temperature

gage.

This is a Severity Level IV Violation (Supplement 1).

Response i

All necessary corrective steps have been completed; see details below.

l Flow meters have been returned to the vendor for calibration. Form IC 2436B-1 l

l now reflects the flow meters are in calibration and indicate proper duc date

for recalibration. Procedure IC 2436B has been revised to include the calibration of the temperature gages. In addition all containment leak test procedures and associated forms which utilize the subject instrumentation have

been revised to require the recording of the instrument identification number and calibration due date.

These actions correct the deficiencies described in the violation above and

) provide controls to prevent further violations. Therefore, additional testing in accordance with the subject procedures and instruments will be in full compliance.
