The inspector questioned the licensee about this operation and observed immediate action taken to remove the personnel basket and t wrap A-cloth around it to prevent carbon steel contacting the reactor vessel cladding as required by Paragraph 5.3.8 of Engineering Specification No. ES-67, Revision C dated 5/31/84.
