Thank you for your. letter of April 22, 1988, in response to our letter and the attached Notice of Violation dated March 24, 1988. As a result of our review, we required clarification of portions of your response as discussed with Mr. T. L. Bauer, Assistant Director, NETL (during a telephone call on May 16, 1988).

Specifically, it is-our understanding that Item B.2 under "Corrective steps and results" refers to Docket No. 50-192 and is required because determination of rod worth is not necessary with the reactor permanently shut down. Under

"Corrective steps to avoid future violation," Item B, it is our understanding that you_ have implemented a method to assure that the procedures place for Docket No. 50-602 have a Technical Specifications (TS) presentlyItin referenc is also our understanding that you have committed to assure that for all Docket No. 50-602 TS requirements a corresponding procedure will be issue If your position is different from that stated, please advise us immediatel Based on the above understandings, we find your actions to be responsive to our concerns. We will review the implementation of your corrective actions in a future inspection to determine that full compliance has been achieved and will be maintaine
