ARMED FORCES RADIOBIOLOGY RESEARCH INSTITUTE - U.S. NUCLEAR REGULATORY COMMISSION REACTIVE INSPECTION REPORT NO. 05000170/2019203

Dear Captain Wooten:

On November 14, 2019, the U.S. Nuclear Regulatory Commission (NRC) conducted a reactive inspection at the Armed Forces Radiobiology Research Institute reactor facility. The purpose of this inspection was to follow up on the incident reported to the NRC by a member of your staff on October 24, 2019, regarding your material control and accounting program.

The results of this inspection were discussed with the former Director, Captain Gilstad, and members of his staff on November 14, 2019.

Based on the results of this inspection, the NRC has identified an apparent violation regarding this incident which needs to be further evaluated. Although the NRC has not made a final determination on this apparent violation, it will be tracked as an unresolved item and on January 22, 2020, this issue will be further evaluated in accordance with the NRC Enforcement Policy. The current Enforcement Policy is included on the NRCs Web site at https://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the NRC's Agencywide Documents Access and Management System, accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. However, because of the security-related information contained in the inspection report, and in accordance with 10 CFR 2.390(d), a copy of the inspection report will not be available for public inspection.
