Subject: ENFORCEMENT CONFERENCE TO DISCUSS APPARENT DEVIATIONS AND VIOLATIONS IDENTIFIED IN NRC INSPECTION REPORTS 50-72/86-01 AND 50-407/86-01 On July 21, 1986, representatives from the University of Utah met with NRC Region IV personnel in Salt Lake City, Utah to discuss the circumstances surrounding two apparent deviations and 11 apparent violations and the licensee's position regarding these apparent deviations and violations. The NRC's concern regarding the lack of adequate management controls over activities at the reactor facilities was also discussed. The meeting was held at the request of the NRC. The attendance list for this conference is attached as Appendix A to this summar The licensee discussed the circumstances surrounding the deviations and violations and their planned corrective action These corrective actions included: (1) establish better coordination between the reactor facility and the University of Utah Radiological Health Department, (2) improve management controls over reactor operations, (3) conduct formal audits of reactor operations, (4) provide better documentation of maintenance activities, and (5) improve the record keeping syste t Blaine Murray, Chief Facilities Radiological Protection Section b e
