SUBJECT:

NRC INSPECTION REPORT 050-00002/09-03 - FORD NUCLEAR REACTOR

Dear Mr. Alexander:

On March 14, 2011, the U.S. Nuclear Regulatory Commission (NRC) completed inspection activities at the Ford Nuclear Reactor. The purpose of the inspection was to determine whether the decommissioning activities were conducted safely and in accordance with NRC requirements. Specifically, during an onsite inspection on September 14-16, 2010, the inspectors evaluated decommissioning performance, observed the conduct of core borings, and collected split soil samples from the borings, with soil sample evaluation of the NRC samples by the Oak Ridge Institute for Science and Education (ORISE). At the conclusion of the on-site inspection on September 16, 2010, the inspector discussed the inspection findings with the Radiation Safety Officer. A final report from ORISE of the results of the soil sample analysis was provided to the NRC on November 18, 2010. The final results of the Universitys soil sampling analysis were provided to the NRC on February 7, 2011. A comparison of the results of the NRCs and licensees analytical results were discussed with the Radiation Safety Officer in a telephone call on March 14, 2011.

This inspection consisted of an examination of decommissioning activities at the Ford Nuclear Reactor as they relate to safety and compliance with the Commissions rules and regulations.

Areas examined during the inspection are identified in the enclosed report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, and interviews with personnel.

Based on the results of this inspection, the NRC did not identify any violations.
