The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are as follows:

[l] Temporary Job Site Inspection 16000 Bells Bay Road, Charlevoix, MI PROGRAM SCOPE This was an announced field inspection of a fixed gauge manufacturer authorized by the State of California to use radioactive material for numerous applications, including but not limited to manufacturing, distribution, installation, service, and disposal of gauging devices. The licensee used this license to perform installation, removal, and service of such devices in NRC jurisdiction under the terms of a reciprocity request approved in January 2018. The scope of this inspection was limited to observations oflicensed activities (sealed source handling, leak test collection and analysis) at the St Marys Cement facility in Charlevoix, Michigan, where two Thermo Fischer cross-belt elemental analyzers containing Cf-252 were in use under NRC Materials License No. 21-32044-01 (Docket No. 030-34588).

PERFORMANCE OBSERVATIONS: The inspector accompanied the licensee's field service engineer at the job site in Charlevoix and observed the handling of sealed sources incident to the collection of leak tests for both elemental analyzers. The inspector conducted independent and confirmatory surveys in the vicinity of these sources, and noted the use of adequate personal protective equipment, ALARA practices, and personnel monitoring (including extremities)

throughout. The inspector observed as the technician used a calibrated SE International Inspector instrument to analyze the leak test samples, and discussed with him the implementation of licensee procedures for responding to a test indicative of leakage. The inspector and technician also discussed the implementation of procedures for analyzer source exchanges, with a focus on receipt and security of packages containing radioactive material and ALARA practices implemented during exchange The inspector reviewed a selection of records available on site, including annual survey instrument calibrations and a record of leak test analysis for the client. The inspector also noted that the reciprocity change report filed by the licensee on October 22, 2018, accurately reflected the work performed. The inspector contacted the licensee's alternate RSO following the onsite inspection to request and review documentation demonstrating the adequacy of instrument used to perform leak test analysis, as well as documentation recent personnel monitoring results for the technicia No violations ofNRC requirements were identified as a result of this inspection. The inspector conducted an exit meeting with the alternate RSO on November 15, 2018.
