Thank you for your letter of March 12, 1987, describing your program for training I and qualifying individuals for the dual role SR0/STA positions at your facilities.

We understand that your approach is to enroll experienced SR0s in an educational program at Thaines Valley State Technical College that leads to an Associate Degree in Nuclear Engineering Technology and, in addition, provide extensive training on a plant-specific simulator.

The Comission has considered this infonnation as well as the staff's views regarding the issue of whether a program such as yours meets the positions set forth in the Comission's Policy Statement on Engineering Expertise on >

! Shift, and has directed that you be informed of the following:

1. The Comission agrees that the present personnel in dual SR0/STA positions can continue to serve; and 2, The Commission believes that, while not a requirement, future personnel in the dual positions should meet the criteria in the policy statement. These criteria are:

a. Licensed as a senior operator on the nuclear power unit (s)towhichassigned;and
b. Meets the STA training criteria of NUREG-0737, Iten I.A.1.1, and one of the following educational alternatives: 4 (1) Bachelor's Degree in engineering from an accredited institution; (2) Professional Engineer's license obtained by the i successful completion of the PE examination;
