Dear Mr. Counsil:

In your letter dated August 25, 1982, you discussed certain aspects of the staff's ongof,og review of fire protection exemption requests. In particular,  ! you stated thatibecause of limited NRC resources and a target completion date i s fortheserev%wsofJanuary1,1983: . y

(emphasis in original) An our subsequer.t meeting on September 2,1982, you again expressed your concem that insufficient staff resources were being devoted to this effort and further that some staff members may not believe in the exemption process. First, let me assure you that no change in our fire protection exemption requests review process or policy is contemplated. As NRR indicated to your group in a meeting on May 26, 1982, and emphasized in the recent September 2 meeting, all such exemption requests will receive full and careful considera-tion. Although it remains our intent to complete this review process by the end of this year, this schedule will not b2 met at the expense of an in-depth technical review of each request. Where a submittal is substantially complete, additional information will be requested and considered if it can i be provided within a reasonable period of time. It is our intent to reach the technical merits of each exemption request. Y In addition, we are reviewing the volume of work required of the staff to I process these exemption requests with consideration of schedules, available resources, and other priorities. We will not compromise the full and careful consideration of all substantiated exemption requests because of other factors. s '.
