This is in further response to your letter of October 5,1978, in which you requested, pursuant to the Freedom of Information Act, information related to comparisons of EURATOM and IAEA safeguards.

In further response to your request the documents listed in Appendix A I are being placed in the NRC Public Document Room (pDR), located at 1717 l

Document 1 of Appendix B has been classified pursuant to Executive Order 11652 and is being withheld from public disclosure pursuant to exemption (1) of the Freedom of Information Act (5 U.S.C. 552(b)(1)) and 10 CFR 9.5(a)(1) of the Commission's regulations.

Documents 2 and 3 of Appendix B contain advice, opinions and recommen-dations of the staff and are being withheld from public disclosure pursuant to exemption (5) of the Freedom of Information Act (5 U.S.C. .

552(b)(5)) and 10 CFR 9.5(a)(5) of the Commission's regulations. '

i Pursuant to 10 CFR 9.15 of the Commission's regulations, it has been i determined that the information withheld is exempt from production or  !
