Technical Specification 3.5.2 Emergency Core Cooling Systems (ECCS) Operating Condition A required, in part, that while in Mode 1 that if one train becomes inoperable that it be restored to an operable status in 72 hours8.333333e-4 days 0.02 hours 1.190476e-4 weeks 2.7396e-5 months . Condition B required action to place the unit in Mode 3 in 6 hours6.944444e-5 days 0.00167 hours 9.920635e-6 weeks 2.283e-6 months and Mode 4 in 12 hours1.388889e-4 days 0.00333 hours 1.984127e-5 weeks 4.566e-6 months if that train is not restored in 72 hours8.333333e-4 days 0.02 hours 1.190476e-4 weeks 2.7396e-5 months . Contrary to the above, the Unit 1 1B-B CCP was inoperable from July 24, 2016, until August 5, 2016, in excess of the allowed outage time of Condition A without the unit being placed in Mode 3 in 6 hours6.944444e-5 days 0.00167 hours 9.920635e-6 weeks 2.283e-6 months and Mode 4 in 12 hours1.388889e-4 days 0.00333 hours 1.984127e-5 weeks 4.566e-6 months as required by Condition B. This issue was documented in the licensees corrective action program as CR 1199024. The finding was screened using IMC 0609 Appendix A, Exhibit 2, Mitigating Systems Screening Questions, dated June 19, 2012. The finding required a detailed risk evaluation because a single train of CCP was inoperable for greater than its allowed outage time. The regional Senior Reactor Analyst reviewed the inspector provided detailed risk evaluation that was performed using the Saphire SDP module. The finding was determined to be Green.
