LER 98-015-01,10 CFR 50.73(a)(2)(i), " Inadequate Performance of Channel Functional Tests."

In BV-1 LER 98-015, dated April 23, 1998, Duquesne Light identified a failure to comply with a Technical Specification surveillance requirement due to an inappropriate application of the channel functional test definition during initial surveillance procedure development.

One of the corrective actians provided within the LER described how channel functional tests will be handled in the future at Beaver Valley Power Station. However, the wording of this corrective action provided in the LER may not have been sufficiently clear. During implementation of this action, it was identified that this commitment could be misinterpreted to require channel functional testing when it is neither necessary to perform it nor required by Technical Specifications. Channel functional tests will not be performed after a transmitter only calibration when the coaesponding loop has not been calibrated or otherwise had its integrity disturbed. outside the test boundary scope of the Technical Specification defined channel functional test. The transmitter calibration will be post-performance tested via a channel check.

Any time that s transmitter and loop are calibrated together or a loop alone is calibrated, a channel funcunal test of that channel will also be performed as part of the channel calibration as required by the Technical Specification definition of channel cr.libration.

The following is a restatement of this same corrective action listed in LER 98-015 to clarify its intent. The underlined text are new words added to clarify the original commitment.

1. The Work Control Process schedule will include the requirement of a Channel Functional Test upon completion of the Channel Calibration of the instrument loop oortion of the channel as orescribed in the BVPS Technical Specification definition of " Channel Calibration" and prior to entry into the applicable mode of operation.

Chr.nnel Functional Tests following calibrations of the transmitter portion oniv. are not required. The Channel Functional Test will also include cycling of the input relays to the SSPS in order to satisfy the requirements of TS and the committed IEEE 338-1971 and 338-1978 standards."

It is intended that the clarification in LER Action No. I will prevent any potential misunderstanding about how this commitment will be implemented at the Beaver Valley Pcwer Station.

The due date for Corrective Action No. 7 in this LER had been previously revised by Duquesne Light Company Letter L-98-206, dated November 5,1998.
