| Title | Failure to Establish and Implement Adequate Procedures for Meteorological Monitoring and the Off-Site Dose Calculation Manual |
| Description | Inspectors identified two examples of a non-cited violation of very low safety significance of Technical Specification 5.8.1 for the failure to adequately establish, implement, and maintain procedures for: (1) the onsite meteorological monitoring systems; and (2) reporting meteorological data in accordance with the Offsite Dose Calculation Manual requirements. The licensee entered these issues into the corrective action program as Condition Reports 2012-05658, 2012-05724 and 2012-05777. The failure to establish, implement, and maintain procedures to ensure the meteorological monitoring equipment is operable and required meteorological data is reported was a performance deficiency. This finding is more than minor because it affected the Public Radiation Safety cornerstone attribute of program and process. The failure to have and use applicable procedures to ensure the operability of the meteorological monitoring system and the accuracy of the Annual Radiological Effluent Release Report has the potential to impair public dose assessments of routine and accidental radioactive effluent releases. Using IMC 0609 Appendix D, Public Radiation Safety Significance Determination Process, the inspectors determined this finding to be of very low safety significance because the finding did not represent a significant degradation of the ability to assess dose to members of the public and the actual releases were well below established limits for members of the public. This finding has a cross-cutting aspect in the human performance area associated with the resources component because the licensee failed to ensure that personnel, procedures, and other resources were adequate for the operability of the meteorological monitoring system and implementation of Offsite Dose Calculation Manual requirements related to the annual effluent report. |
