This report is submitted in accordance with the requirements of the '

Code of Federal Regulations, Title 10, Part 50.73(a)(2)(v)(D). The licensee shall report any event or condition that alone could have prevented the fulfillment of the safety function of structures or systems that are needed to mitigate the consequences of an accident.

The following commitments are being made by this letter:

1. Revise QCOP 2300-13 to include steps to fully disengage the turning gear if necessary for testing purposes. This will be completed by 060197.
2. System Engineer to review with General Electric available information on this type of turning gear to ensure that correct repair instructions are included in the vendor manual and are available for future repairs. This will be completed by 090197.
