U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 This letter forwards supplemental Licensee Event Report (LER) 96-063-01, documenting an  ;

event that occurred at Millstone Nuclear Power Station, Unit No. I on November 26,1996. This supplemental LER is submitted pursuant to 10CFR50.73(a)(2)(vii).

This supplemental report provides an additional reportable condition, that was icentified on j March 11,1997, related to the original report. This condition is also reportable pursuant to 10CFR50.73(a)(2)(vii). This condition was discovered during the review as part of the Commitment No. B16122-2 that stated, "A review of all Millstone Unit No. I radiation monitors will be performed to identify if any similar procedural deficiencies exist which may set the downscale trip points with little or no drift margin to the signal failure point. This review will be completed by March 14, 1997." This review is now complete and thus, this commitment is closed.

Also, ) .ER 96-063-00 had Commitment No. B16122-1 that stated, "The procedure will be changed to adjust the downscale trip point (of the steam tunnel radiation monitors] to a value sufliciently above the meter zero so that suflicient margin exists. The procedure update and setpoint change will be completed by March 14,1997. These actions have been completed and thus, this commitment is also closed.

The following are Northeast Nuclear Energy Company's (NNECO's) commitments made within this letter. All other statements made within this letter are for information only.

B16353-1 NNECO commits that the procedure changes and the performance of the surveillance for the reactor building vent and refuel floor radiation monitors will be completed by May 15,1997.

B16353-2 NNECO commits that the procedures for the isolation condenser radiation monitor and other radiation monitors not required by Technical Specifications will be completed by July 15,1997.
