Licensee Event Report (LER) 88-01 (Reference 1) described deficiencies in the San Onofre Unit 1 Environmental Qualification (EQ) program. The deficiencies described in the LER were due to an incomplete EQ master list and were discovered during a mid-cycle maintenance outage conducted between February and August, 1988. Following submission of the LER, an update of the progress in resolving the deficiencies was provided in Reference

2. However, since that letter was submitted, but prior to the end of that outage, several additional items wero found which

- were not included in-the letter. We indicated in the LER that an-update would be provided if additional discrepancies were dir overed. This letter provides the final update of the listing of deficient instrumentation from References 1 and 2. . All EQ deficiencies identified during the outage were corrected or-resolved and NRC approval was received (Reference 3) prior to restart from-the outage.

The enclosure provides throo tables which updato the information provided in the references. The changes are marked with bars in the margins. Table 1 lists items required to be environmentally qualified in accordance with 10 CFR 50.49b(1). Tables 2 and 3 list equipment required to be environmentally qualified by 10 CFR 50.49b(2).

A revision to the initial LER could be submitted to provido more information on the affected instruments, including detailed information regarding their use and safety significance. However that will not be donc in this caso. Although the number of additional instruments was small compared to the list provided in the July 9, 1988 lotter, and would bo expected to be individually of low safety significance, the resource commitment by Southern California Edison and the NRC staff to do the usual evaluation of the relatively largo number of complicated-interactions is unwarranted for a unit which is now permanently shutdown.

Thorofore, the enclosed tables provide final NRC notification of the extent of the EQ deficiencies discovered during that outage.
