i' Inspection Summary

Inspection Conducted April 10-14,1989 (Report 50-498/89-10 and 50-499/89-10)

~ Areas Inspected: Routine, unannounced inspection of the licensee's physical

security program. The areas irspected within the physical security program

included management support,- security program plan, protected area (PA)

barriers, detection and assessment aids; protected area access control of

personnel and vehicles; alarm stations and communications;'and compensatory

measures.

Results: Within the program areas inspected, two violations were identified

~(inadequate compensatory measures, paragraph 3; and inadequate access

control-vehicles, paragraph 3). An open item is discussed in paragraph 3.b.

During this inspection period, the licensee experienced two reportable

events (LER 89-S01 and LER88-507) as discussed in paragraph 3. Based on the

review performed by the NRC inspector, the LERs were converted to

Violation 8901-01. The LERs indicated that the licensee experienced problems

in the area cf compensatory measures. Additionally, one of the incidents

involved the usis of cocaine by the security officer who was posted as the

compensatory officer. The licenree is apparently experiencing problems in

ensuring that compensatory measures are adequate.

The open item concerns the security system computer. The computer is

apparently being overloaded, as far as the software program is concerned, by

the heavy load being generated by both units. Numerous instances of failure

were noted by the NRC inspector to include the computer's inability to display

a closed circuit television picture on the alarm monitor. This appears to be a

programmatic problem that the licensee needs to address as soon as possible.

Compensatory toeasures are being utilized to compensate for this loss of

assessment capability upon occurrence. The numerous examples of failure to

adequately control licensee designated vehicles indicated that the licensee has

been unable to correct problems in this area.
