~I3.13SnubbersLimitinConditionfor0eration3.13.1WithRCSconditionsabovecoldshutdown,allsafety-related,snubbersshallbeoperable.Thisspecificationdoesnotapplytothosesnubbersinstalledonnonsafety-relatedsystemsifthesnubberfailure,andaresultingfailureofthesupportednonsafety-relatedsystemshowntobecausedbythatsnubberfailure,wouldhavenoadverseeffectonanysafety-relatedsystem.Action3.13.2Withoneormoresnubbersinoperable,within72hoursreplaceorrestoretheinoperablesnubber(s)tooperablestatusandperformanengineeringevaluationperSpecification4.14.1fonthesupportedcomponentordeclarethesupportedsysteminoperableandfollowtheappropriateBasisactionstatementforthatsystem.Snubbersarerequiredtobeoperabletoensurethatthestructuralintegrityofthereactorcoolantsystemandall'othersafety-relatedsystemsismaintainedduringandfollowingaseismicorothereventinitiatingdynamicloads.Snubbersmaybereplacedbyrigidstructuralsupports(bumpers)providedananalysisisperformedtodemonstratethatappropriateacceptancecriteriaaresatisfiedfordesignbasisseismicandpipebreakeventsandprovidedthatthebumpersareinspectedperiodicallyinamannerappropriateforrigidstructuralsupports.AmendmentNo.3~131Proposed

~~4.144.14.1~..~SnubberSurveillanceReuirementsEachsnubberrequiredbySpecification3.13tobeOPERABLEshallbedemonstratedOPERABLEbytheperformanceofthefollowinginserviceinspectionprograminadditiontotherequirementsofSpecification4.2.a~b.InsectionTesAsusedinthisspecification,"typeofsnubber"shallmeansnubbersofthesamedesignandmanufacturer,irrespectiveofcapacity.VisualInsectionsc~Snubbersarecategorizedasinaccessibleoraccessibleduringreactoroperation.Eachofthesecategories(inaccessibleandaccessible)maybeinspectedindependentlyaccordingtothescheduledeterminebyTable4.14-1.ThevisualinspectionintervalforeachtypeofsnubbershallbedeterminedbaseduponthecriteriaprovidedinTable4.14-1.VisualInsectionAccetanceCriteriaVisualinspectionsshallverifythat(1)thesnubberhasnovisibleindicationsofdamageorimpairedOPERABILITY,(2)attachmentstothefoundationorAmendmentNo.j(P4.14-1Proposed TABLE4.14-1(continued)Note2:Note3:Note4:Note5:Note6:Note7:documentedbeforeanyinspectionandshallbeusedasthebasisuponwhichtodeterminethenextinspectionintervalforthatcategory.Interpolationbetweenpopulationorcategorysizesandthenumberofunacceptablesnubbersispermissible.UsenextlowerintegerforthevalueofthelimitforColumnsA,B,orCifthatintegerincludesafractionalvalueofunacceptablesnubbersasdeterminedbyinterpolation.IfthenumberofunacceptablesnubbersisequaltoorlessthanthenumberinColumnA,thenextinspectionintervalmaybetwicethepreviousintervalbutnotgreaterthan48months.IfthenumberofunacceptablesnubbersisequaltoorlessthanthenumberinColumnBbutgreaterthanthenumberinColumnA,thenextinspectionintervalshallbethesameasthepreviousinterval.IfthenumberofunacceptablesnubbersisequaltoorgreaterthanthenumberinColumnC,thenextinspectionintervalshallbetwo-thirdsofthepreviousinterval.However,ifthenumberofunacceptablesnubbersislessthanthenumberinColumnCbutgreaterthanthenumberinColumnB,thenextintervalshallbereducedproportionallybyinterpolation,thatis,thepreviousintervalshallbereducedbyafactorthatisone-thirdoftheratioofthedifferencebetweenthenumberofunacceptablesnubbersfoundduringthepreviousintervalandthenumberinColumnBtothedifferenceinthenumbersinColumnBandC.TheprovisionsofSpecificationSection4.0areapplicableforallinspectionintervalsuptoandincluding48months.Todeterminethenextsurveillanceinterval,anunacceptablesnubbermaybereclassifiedasacceptableifitcanbedemonstratedthatthesnubberisoperableinitsas-foundconditionbyperformanceifafunctionaltestandifitsatisfiestheacceptancecriteriaforfunctionaltesting.AmendmentNo.4.14-4Proposed Atleastonceper18monthsduringshutdown,arepresentativesample(atleast10'fthesnubbersrequiredbySpecification3e13)shallbefunctionallytestedeitherinplaceorinabenchtest.ForeachsnubberthatdoesnotmeetthefunctionaltestacceptancecriteriaofSpecification4.14.1e,anadditional10'fthesnubbersshallbefunctionallytesteduntilnomorefailuresarefoundoruntilallsnubbershavebeenfunctionallytested.Therepresentativesampleselectedforfunctionaltestingshall,asfaraspractical,includethevariousconfigurations,operatingenvironments,rangeofsizesandcapacitiesofsnubbers.Inadditiontotheregularsample,snubbersplacedinthesamelocationsassnubberswhichfailedthepreviousfunctionaltestshallberetestedatthetimeofthenextfunctionaltest.Additionally,ifafailedsnubberhasbeenrepairedandreinstalledinanotherlocation,thatfailedsnubbershallalsoberetested.Thesesnubbersshallnotbeincludedintheregularsample.Ifduringthefunctionaltesting,additionalsamplingisIProposedAmendmentNo.Pj/4.14-5requir'edduetofailureofonlyonetypeofsnubber,thefunctionaltestingresultsshallbereviewedatthattimetodetermineifadditionalsamplesshouldbelimitedtothetypeofsnubberwhichhasfailedthefunctionaltesting.

4.14.1.e.~.~FunctionalTestAccetanceCriteriaThesnubberfunctionaltestshallverifythat:1)Activation(restrainingaction)isachievedwithinthespecifiedrangeinbothtensionandcompression;2)Snubberbleed,orreleaseratewhererequired,ispresentinbothtensionandcompression,withinthespecifiedrange;3)Whererequired,theforcerequiredtoinitiateormaintainmotionofthesnubberiswithinthespecifiedrangeinbothdirectionsoftravelland4)Forsnubbersspecificallyrequirednottodisplaceundercontinuousload,theabilityofthesnubbertowithstandloadwithoutdisplacementisverified.Testingmethodsmaybeusedtomeasureparametersindirectlyorparametersotherthanthosespecifiedifthoseresultscanbecorrelatedtothespecifiedparametersthroughestablishedmethods.FunctionalTestFailureAnalsisAnanalysisshallbemadeofeachfailuretomeetthefunctionaltestacceptancecriteriatodeterminethecauseofthefailure.TheresultsofthisanalysisAmendmentNo.gjf4.14-6Proposed shallbeused,ifapplicable,inselectingsnubberstobetestedinanefforttodeterminetheoperabilityofothersnubbers,irrespectiveoftype,whichmaybesubjecttothesamefailuremode.Forthespecificcaseofasnubberselectedforfunctionaltestingwhicheitherfailstoactivateorfailstomove,i.e.,frozen-in-place,thecausewillbeevaluatedand,ifcausedbymanufacturerordesigndeficiency,allsnubbersofthesametypesubjecttothesamedefectshallbefunctionallytestedorevaluatedinamannertoensuretheiroperability.AnytestingperformedaspartofthisrequirementshallbeindependentoftherequirementsstatedinSpecification4.14.1dforsnubbersnotmeetingthefunctionaltestacceptancecriteria.Foranysnubbersfoundinoperable,anengineeringevaluationshallbeperformedonthecomponentstowhichtheinoperablesnubbersareattached.Thepurposeofthisengineeringevaluationshallbetodetermineifthecomponentstowhichtheinoperablesnubbersareattachedwereadverselyaffectedbytheinoperabilityofthesnubbersinordertoensurethatthecomponentremainscapableofmeetingthedesignedservice.AmendmentNo.P4.14-7Proposed

~...~4.14.1.gSnubberSealServiceLifeMonitorznThesealservicelifeofhydraulicsnubbersshallbemonitoredandsealsreplacedasrequiredtoensurethattheservicelifeisnotexceededbetweensurveillanceinspectionsduringaperiodwhenthesnubberisrequiredtobeoperable.ThesealreplacementsshallbedocumentedandthedocumentationshallberetainedinaccordancewithTechnicalSpecification6.10.2.BasisSnubbersareprovidedtoensurethatthestructuralintegrityofthereactorcoolantsystemandallothersafetyrelatedsystemsismaintainedduringandfollowingaseismicorothereventinitiatingdynamicloads.Thevisualinspectionfrequencyisbasedonthenumberofunacceptablesnubbersfoundduringthepreviousinspectioninproportiontothesizesofthevarioussnubberpopulationsorcategories.AsnubberisconsideredunacceptableifitfailstheacceptancecriteriadelineatedbySpecification4.14.1.c.Thevisualinspectionintervalisbaseduponthepreviousinspectionintervalandmaybeaslongastwofuelcycles,nottoexceed48months,dependingonthenumberofunacceptablesnubbersfoundduringthepreviousvisualinspection.AmendmentNo.4.14-8Proposed BasiscontinuedUnacceptablesnubbersshallbeevaluatedtodetermineiftheyareinoperable.Forinoperablesnubberstheapplicableactionrequirementsshallbemet.When,asnubberisfoundinoperable,anengineeringevaluationofthesupportedcomponentisperformedinordertodetermineifanysafety-relatedcomponentorsystemhasbeenadverselyaffectedbytheinoperabilityofthesnubber.Thisevaluationisinadditiontothedeterminationofthesnubbermodeoffailure.Theengineeringevaluationshalldeterminewhetherornotthesnubberfailurehasimpartedasignificanteffectonorcauseddegradationofthesupportedcomponentorsystem,toensuretheyremaincapableofmeeting'hedesignedservice.Whenthecauseoftherejectionofasnubberisclearlyestablishedandremediedforthatsnubberandforanyothersnubbersthatmaybegenericallysusceptible,andverifiedbyinservicefunctionaltesting,thatsnubbermaybeexemptedfrombeingcountedasinoperable.Genericallysusceptiblesnubbersarethosewhichareofaspecificmakeormodelandhavethesamedesignfeaturesdirectlyrelatedtothesnubberrejectedorarethosewhicharesimilarlylocatedorexposedtothesameenvironmentalconditionssuchastemperature,radiation,andvibration.Todeterminethenextsurveillanceinterval,anunacceptablesnubbermaybereclassifiedasacceptableifitcanbedemonstratedthatthesnubberisoperableinitsas-foundconditionbyperformanceofafunctionaltestandifitsatisfiestheacceptancecriteriaforfunctionaltesting.AmendmentNo.jf/I4.14-9Proposed BasiscontinuedToprovideassuranceofsnubberfunctionalreliability,arepresentativesampleoftheinstalledsnubberswillbefunctionallytestedduringplantshutdownsatlessthanorequalto18monthintervals.Observedfailuresofthesesamplesnubbersshallrequirefunctionaltestingofadditionalunits.Hydraulicsnubbersandmechanicalsnubbersmayeachbetreatedasadifferententityfortheabovesurveillanceprograms.Theservicelifeofasnubberisevaluatedviamanufacturerinputandengineeringinformationthroughconsiderationofthesnubberserviceconditionsandfunctionaldesignrequirements.Theonlysnubbercomponentswithservicelivesnotexpectedtoexceedplantlifearesealsando-ringsfabricatedfromcertainsealmaterials.Therefore,asealreplacementprogramisrequiredtomonitorsnubbersealando-ringservicelifetoassuresnubberoperabilityisnotdegradedduetoexceedingcomponentservicelife.AmendmentNo.4.14-10Proposed
