SUMMARY
REPORT FOR THE ENVIRONMENTAL AUDIT OF THE TENNESSEE VALLEY AUTHORITY CLINCH RIVER NUCLEAR SITE CONSTRUCTION PERMIT APPLICATION (DOCKET NUMBER: 50-0615)
By letter dated April 28, 2025, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25118A209), Tennessee Valley Authority (TVA) submitted an Environmental Report (ER) in support of its Clinch River Nuclear (CRN) Site construction permit (CP) application. Upon acceptance of the CP application, the U.S. Nuclear Regulatory Commission (NRC) staff initiated the environmental review of the application. On July 10, 2025, the staff informed TVA of its intent to audit the ER and issued the TVA CRN Site ER Audit Plan (ML25189A385).
As stated in the audit plan, the purpose of the audit was to improve understanding and verify information in the TVA CRN Site ER, and to identify information for docketing to support the preparation of the environmental impact statement. Included in the audit plan was a list of information needs the NRC staff identified to cover with the TVA staff during the audit. All audit discussions and activities were conducted remotely between July 14 and September 15, 2025.
After covering the previously identified information needs with TVA staff, the NRC issued a list of Requests for Confirmatory Information in order to appropriately document the staffs confirmation of information gathered during the audit not otherwise available in the public domain (ML25211A359) and (ML25219A273). The NRC also issued one Request for Additional Information (ML25204A049).

Multiple status meetings were conducted throughout the weeks of July 14 - July 25. An audit closeout email was sent to TVA on September 15, 2025, and presented a summary of the audit activities and discussions.
The enclosed audit summary report presents the scope of the audit, the audit team members and applicant staff participants, a description of audit activities, a summary of the issues discussed, and the resolution of the information needs that were outlined in the audit plan.
Since the audit closeout, staff have received all the necessary information from TVA to consider all the audit items closed. To date, the staff have not identified any additional information needs from TVA in order to complete the environmental review.
