NATURAL CIRCULATION COOLDOWN San Onofre Nuclear Generating Station, Unit No. 1 Enclosed is the NRC staff's,Safety Evaluation regarding reactor vessel upper head steam formation during natural circulation cooldown for Sari Onofre Unit No. 1. This evaluation concludes that upon acceptable implementation of NRC approved Westinghouse Owners Group Emergency Response Guidelines, your procedures will be adequate to perform a safe natural circulation cooldown. To assure that the operators have adequate training in this area, we request that you confirm that your training program addresses the items identified in the enclosure.
