Dear Mr. Finfrock:

S'JBJECT: FIRE PROTECTION - OYSTER CREEK We have completed our review of your letter dated January 29, 1951, which requested a postp'onement of the installation of the alternate water supply tank for your fire protection system until November 17, 1981. Your letter indicated that you originally planned to decon-taminate the existing torus water storage tank and utilize it as the alternate water supply tank for the fire protection system.

You stated that based on work performed to date, you have determined tnat it is impractical to completely decontaminate the tank and, tnerefore, you have made a decision to erect a new tank.

In support of ~your request for a costponement, you indicated the following:

1.

All other fire protection features described in Table 3.1 of the NRC Safety Evaluation Report (SER) have been implemented, except for the Remote Shutdown Capability which is being addressed in accordance with the requirements of Appendix R.

2.

The existing water supply for fire protection consists of a manmade pond containing approximately 7 million gallons of water.

The fire protection system is maintained pressurized by an electric driven pond pump.

In the event fire water is needed there are two (2) diesel driven fire pumps that will start automatically upon sensing decreasing fire main pressure. To the best of your knowledge there is no single active failure which can completely disable the fire suopression water supply.

3.

Existing technical specifications address the actions required for a loss of redundancy in the fire suppression water system and the actions required if no fire suppression water is available.

Based on our review, we ccnclude that you have ':wn gccd cause for extending the completien date for installation of the alcernate water supply tank until Nove Der 17, 1951, and that ne public healtn and safety is net adversely affected by such extensien. Accordingly, pursuant to 10 CFR 50.45(d) the date fer installation of the alternate water supply tank is herecy excended to.'icvember 17, 1931.

A copy of the related Notice of Exter.sion, which is being fcrwarded to the Office of the Federal Register for publica icn, is enclosed.
