Subject:
APPROVAL UNDER SECTION 145 b. OF THE ATOMIC ENERGY ACT OF 1954, AS AMENDED, TO GRANT ACCESS TO RESTRICTED DATA AND OTHER NUCLEAR REGULATORY COMMISSION (NRC) CLASSIFIED INFORMATION TO DESIGNATED MEMBERS OF CONGRESS (N0 INVESTIGATION TO BE CONDUCTED)
Issue:
Grant to all members of Congress having subcomittee assignments with NRC oversight responsibilities "Q" access authorization to enable them to have access to NRC Restricted Data and other NRC classified information.
l Discussion:
The enclosed list reflects congressional subcomittee assignments with NRC oversight responsibilities for the 97th Congress. Members of these subcomittees may have a need for NRC Restricted Data and other NRC classified information in conjunction with their subcommittee assignments. Those members of Congress identified on the list by an asterisk followin.; thair name will have their NRC "Q". access authorizations previously granted by the Commission continued.
This action involves no new resource requirements.

The Commissioners Recomendation: The Comission:
l.
Determine pursuant to Section 145 b. of the Atomic Energy Act of 1954, as amended, that permitting the members of Congress identified on the enclosed list access to NRC Restricted Data and other NRC classified information, as necessary, is clearly consistent with the national interest.

Based on the above determination, grant members of Congress assigned to congressional subcomittees having over:1ght responsibilities for the NRC (listed on the encitsure) an NRC "Q" access authorization.
Coordination:
This has been concurred in by the Offices of Administration and Congressional Affairs. The Executive Legal Director has no legal objection.

Enclosure:
List of Congressional Subcomittees and Members Commissioners' comments or consent should be provided directly to the Office of the Secretary by c.o.b. Wednesday, May 20, 1981.
Commission Staff office comments, if any, should be submitted to the Cemissioners NLT May 13, 1981, with an information copy to the offi*a of the Secretary.
If the paper is of such a nature that it requires additional time for anal'tical review and comment, the Commissioners and the Secretariat, thould be apprised of when comments may be expected.
