NRC INSPECTION REPORT 99901323/97-01 (NOTICE OF VIOLATION AND NOTICE OF NONCOf50RMANCE)

Dear Mr. Heine:

On November 17-19,1997, the U.S. Nuclear Regulatory Commission (NRr.) completed an inspection at your Westlectric Castings, Incorp6 rated (Westlectnc), facility. The encrosed report

' presents it:e results of that inspection.

During this inspection, the NRC inspectors noted "lat Westlectric personnel were knowledgeab'e and competent 2.n the performance of *heirjob functions. However, the NRC Inspectors found that certain of your activities appeared to be in vietation 0 NRC requirements. Specifically, although 10 CFR 21.21, " Notification of failure to comply or existence of a defect and its i

evaluation," requires that each corporation rubject to Part 21 regulations adopt procedures a enme the evaluation and proper reporting of deviations and failures to comply is performed, i

Westlectric did not establish an adequate procedure. This vio!stion is cited in the enclosec Ncice of Violation (NOV), end the ciretmstances surtounding the violation aie describec m detail in the enclosed report. Plaasa r.ote that you are required to respond to this letter and should follow the instructions specified b the enclosed NOV when preparing your response. The NRC will use your res sonse, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.

In addition, the NRC inspectors found that the implementation of your quality assurance prograns failed to meet certain NRC requirernnis imposed on you by your custome s. Specifically, the insr3ctors determined that compliance with 10 CFR Part 50, Appendia: B, " Quality Acsurance Criteria for Nuclear Power Plants and Fuel Reprocesring Plants," was contractually impcsed on Westlectric di approximately 1993 by Prcific Pump (currently ingersoll-Drecser Pump, Inc. (lDP) and Bryon Jackson Pu np Division (BW/IP.i. Although Wefectric unconc'itionally accepted the quality assurance (QA) provisions of 10 CFP Part 50, Appendix B, Wcitlectric did not 1stablish an adequate QA program to specifically identify or address cettain of the Appendix b rite 6ia at were applicable to Westlectric activities affecting the quality of 1.he components suppliso for safety-related ue.

These nonconformances are cited in the enclosed Notice of Nonconformance (NON), ar'd the circumstances surrounding them are described in detailin the encicced report. You are requested in respond to the nonconformances and should follow the instructivcs specified in the encloscd N ON when preparing your response.

Report, the adequacy of the quality oversight functions for the spectrometer operations is questionable. Therefore, you are also sequested to resp,nd regarding the review that Westlectric has implemented to ideatify (1) whether your chamical analyses of nuclear component castings has been correctly performed, (2) whetner the spectrometer operator training was adequate, (3) whether the spectrometer correction factor practice was appropriate, (4) whether any shipped casting's chemical analyses are questionable, and (5) v>hether appropriate quality vraification activities had been performed to ensure the integrity of the spectronieter operations, in accordance with 10 CFR 2.790 of the NRC's " Rules cf Practice," a copy of this fetter and its enclosures will be placed in the NRC's Public Document Room (PDR).
