C. 20555 Subjects-License Amendment Application to Revise Technical Specification 3/4.6.4.3, Containment Hydrogen Dilution System, and Associated Bases Gentlemen Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications to reflect the changes attached.

The proposed changes involve Technical Specification (TS) 3/4.6.4.3, Containment Hydrogen Dilution (CHD) System, and associated TS Bases 3/4.6.4, Combustible Gas Control.

This application proposes adding an additional Action statement which would apply when both containment hydrogen dilution systems are inoperable and allow 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
to return one of the two inoperable containment hydrogen dilution systems to operable status or be in at least Hot Standby within the next six hours.

Prer.ently, if both containment hydrogan dilution systems.were to become inoperable, TS 3.0.3 vould be entered which requires action to be initiated within one hour to place the plant in a Mode in which the specification does not

apply, i.e., Mode 3 (Hot Standby)..

This proposed Technical Specification change is acceptable because the DBNPS design includes the capability to install an external hydrogen recombination system, which provides another alternate means of combustible gas control. Related changes are proposed to Bases 3/4.6.4, clarifying the discussion of the containment hydrogen purge-system and adding-a discussion of the hydrogen recombination system.

This proposed change is plant-specific and does not constitute a generic change to the existing Revision 4 to the Babcock and Wilcox Standard Technical Specifications (NUREG-0103) because a containment hydrogen dilution system Technical Specification is not included in NUREG-0103.

A containment hydrogen dilution system Technical-Specification is also not included in the Babcock and-Vilcox Revised 4

c8000,U Standard Technical Specifications (NUREG-1430).
