ACCEPTANCE REVIEW OF REQUEST FOR AMENDMENT NO. 7 TO CERTIFICATE OF COMPLIANCE NO. 1032 FOR THE HI-STORM FLOOD/WIND MULTIPURPOSE CANISTER STORAGE SYSTEM (DOCKET NO. 72-1032, CAC NO. 001028, EPID: L-2021-LLA-0053)

Dear Ms. Elisio:

By letter dated May 6, 2021 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML21126A267), and supplemented by a letter dated October 15, 2021 (ADAMS Accession No. ML21288A521), Holtec International (Holtec) submitted to the U.S.

Nuclear Regulatory Commission (NRC) a request to amend the Certificate of Compliance (CoC)

No. 1032 for HI-STORM Flood/Wind (FW) Multipurpose Canister Storage System. The NRC staff performed an acceptance review of the application to determine if the application contains sufficient technical information in scope and depth to allow the staff to begin a detailed technical review.

This application contains proposed technical changes and reorganization of the CoC, including technical specifications, by implementing the NRC endorsed graded approach (ADAMS Accession No. ML19353D337). This letter acknowledges acceptance of your application for review. Although the proposed technical changes and graded approach are somewhat related, we recognize that the review can be conducted independently. We have established a schedule based on the current workload and priority. The schedule would allow the staff to complete and issue a request for additional information (RAI) in April 2022 for the proposed technical changes. As discussed during the July 27, 2021, public meeting, the staff will maintain open communications with you and provide feedback on the implementation of the graded approach through public meeting(s). We currently plan to hold public meeting(s) in the summer of 2022. If Holtec provides sufficient responses to the RAI and questions on the implementation of the graded approach in September 2022, and a second RAI is not needed, the draft CoC and preliminary safety evaluation report will be submitted to Rulemaking in January 2023. The staff estimates that completing the safety review of this certificate amendment application will require approximately 2,550 staff review hours and $70,000 of contractual work in criticality and shielding.
