HYBRID ENVIRONMENT ASSESSMENT AND REVIEW TEAM FINAL REPORT The Hybrid Environment Assessment and Review Team (HEART) is providing for your information the HEART Final Report. As stated in the HEART Charter, dated April 20, 2022, you directed HEART to provide recommendations to Agency Senior Leadership on how to optimize organizational health in a hybrid work environment for now and in the future. The HEART, a group of NRC employees with diverse perspectives and experiences from across the agency, performed extensive research and outreach - both internal and external - to identify best practices and recommendations to improve the NRCs hybrid working experience. The HEART developed four high-level recommendations and numerous sub-recommendations based on an extensive review of external resources; benchmarking with other organizations including government agencies; and internal outreach including one-on-one interviews, an open discussion in a Teams channel, and focus groups facilitated by an independent external organization.
The high-level recommendations include: 1) establishing a Presence with Purpose approach to the work environment that emphasizes being intentional about connection and flexibility regarding location of where work is performed; 2) equipping managers and staff to work in a hybrid environment; 3) investing in connection through developing technology and space utilization; and 4) prioritizing trust in the organization through communications. These recommendations and their bases are discussed in the report and its appendices.

Dorman The HEART has shared its research and outreach data, its reports (draft and final), and its recommendations with the Telework Policy Implementation Working Group (TPIWG) and continues to work closely with them to help identify potential policy changes that should enhance the agencys organizational health and culture.
On behalf of all of the members of the HEART, we appreciate the opportunity to evaluate and help optimize the agencys current work environment by providing the information and recommendations in our report and its appendices for your consideration. We believe our recommendations, in conjunction with our partnership with the TPIWG, will help strengthen the long-term organizational health and culture of this great place to work.
