SUBJECT:
QUALITY ASSURANCE PROGRAM APPROVAL FOR RADIOACTIVE MATERIAL PACKAGES NO. 0520, REVISION 8
Dear Fadi Diya:
By letter dated November 16, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22327A206), Union Electric Company, doing business as Ameren Missouri (the licensee), submitted to the U.S. Nuclear Regulatory Commission (NRC) for review, a revision to the Operating Quality Assurance Manual (OQAM) for Callaway Plant, Unit No. 1 (Callaway), in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.54, Conditions of licenses. The submittal contained four changes to the OQAM in which the licensee considered as no reductions in commitment to the OQAM in accordance with 10 CFR 50.54(a)(3) and 10 CFR 50.71(e). Subsequently, the Office of Nuclear Reactor Regulation, Division of Reactor Oversight, Quality Assurance and Vendor Inspection Branch staff reviewed Ameren Missouris submittal and determined that the OQAM meets the criteria of Appendix B Quality Assurance Criteria for Nuclear Power Plants and Fuel Processing Plants, to 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities, and was therefore, acceptable as documented in a letter from the NRC dated September 25, 2023 (ML23261C385).
Enclosed is the Quality Assurance Program Approval for Radioactive Material Packages No.
0520, Revision 8. This Approval satisfies the requirements of 10 CFR 71.17(b) and 71.101(f) for a OQAM approved by the NRC, as well as approval of those changes to your OQAM that are considered reductions in commitments to the NRC prior to implementation as required by 10 CFR 71.106.
Termination of a materials license does not cause an Approval to be automatically terminated. If you wish to amend an Approval and have determined it reduces commitments, or terminate the Approval, please request it in writing.
This letter also serves as a reminder that if you are using or planning to use an NRC-approved package, you must be registered for use of that package with NRC. Registration for use of NRC-approved packages should be made pursuant to 10 CFR 71.17(c)(3).
F. Diya 2 In accordance with 10 CFR Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The PDR is open by appointment.
