HI-STORM FW Amendment 10 Request

Dear Ms. Helton :

Holtec International herein submits a request to amend Certificate of Compliance (CoC) 72-1032 for the HI-STORM FW MPC Storage System. The proposed changes include a new extended overpack and heat load updates.

A summary of all of the proposed changes (SOPC), with more detailed description of the changes, reason for the changes and justification for the changes, is provided in Attachment 1. Attachment 2 contains changes for thecurrent draft CoC and its appendices. Attachment 3 and 4 provide the changed pages of the HI-STORM FW FSAR which support this LAR in proprietary and non-proprietary versions. All proposed changes in Attachments 2 through 4 are provided in mark-up format to facilitate the Staffs review, with the exception of Supplement I I. Since this supplement is completely new, no changes are marked. Note that the marked changes are only those associated with this LAR 1032-10. Changes associated with previous amendments, up to and including HI -

STORM FW Amendment 7, are included but not marked as changes, since that LAR request is under separate technical review. Supporting proprietary documents, including a drawing and calculation packages, are included as Attachments 5 through 12.

Since some attachments to this letter contain Holtec proprietary information, an affidavit requesting this information be withheld in accordance with 10CFR2.390 is included as Attachment 13.
