Dear Dir. Warden:

Enclosed is an application (XSNM3702/02), dated August 23, 2024, from Westinghouse Electric Company, LLC (Westinghouse), requesting amendment number 2 to active export license XSNM3702/01. The license currently authorizes the export of 306 g of uranium (U) containing 285.15 g of U-235, enriched up to 93.19%, in a cumulative total of 51 intermediate Range Core Detectors. The current license authorizes Westinghouse and Mirion Industries Corp. to export to Haiyang Nuclear Power Plant and Sanmen Nuclear Power Plant located in China, with an intermediate consignee, China National Technical Import and Export Corp. as a trading company.

The purpose of this amendment is to: (1) add CGN Lufeng Nuclear Power Co. Ltd. (Lufeng) and CNNP Liaoning Nuclear Power Co., Ltd (Xudapu) as new end users; (2) add additional Intermediate Range Core Detectors for Sanmen, Haiyang, Lufeng and Xudapu for a cumulative total of 103, and (3) change the corresponding amounts of uranium to a total of 618 g U containing 575.91 g U-235, enriched up to 93.19%. Specifically, the amendment requests an additional 12 detectors for Haiyang for a cumulative total of 39, an additional 8 for Sanmen for a cumulative total of 32, 15 for Lufeng, and 17 for Xudapu.

Before taking action on this amendment, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended. Please note that the material has origins from Canada.
