Subject:

Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2 and 3, Alloy 600 Management Program Plan

By le er dated February 22, 2024 (Agencywide Documents Ac cess and Management System (ADAMS) Accession No. ML24053A397), Arizona Public Service Co mpany (APS, the licensee) submi ed the Palo Verde Nuclear Genera ng Sta on (Palo Verde), Units 1, 2 and 3, Alloy 600 Management Program Plan for U.S. Nuclear Regulatory Commission (NRC) sta review and approval as required by license renewal Commitment 23 in table 19.51 of the Palo Verde Updated Final Safety Analysis Report (ML23181A166). The purpose of this le er is to provide the results of the NRC stas acceptance review of this request.

The acceptance review was performed to determine if there is sucient technical informa on in scope and depth to allow the NRC sta to complete its detailed technical review. The acceptance review is also intended to iden fy whether the applica on has any readily apparent informa on insuciencies in its characteriza on of the regulatory requirements or the licensing basis of the plant.

The NRC sta has reviewed your applica on and concluded that it does provide technical informa on in sucient detail to enable the NRC sta to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed submi al in terms of regulatory requirements and the protec on of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC stas ability to complete the detailed technical review are iden "ed despite comple on of an adequate acceptance review . You will be advised of any further informa on needed to support the NRC stas detailed technical review by separate correspondence.

Based on the informa on provided in your submi al, the NRC sta has es mated that this licensing request will take approximately 120 hours0.00139 days
0.0333 hours
1.984127e-4 weeks
4.566e-5 months
to complete. The NRC sta expects to complete this review by January 30, 2025. If there are emergent complexi es or challenges in our review th at would cause changes to the ini al forecasted comple on date or signi"cant changes in the forecasted hours, the reasons for the changes, along with the new es mates, will be communicated during the rou ne interac ons with the assigned project manager.

These es mates are based on the NRC stas ini al review of the applica on and they could change, due to several factors including requests for addi onal informa on, and unan cipated addi on of scope to the review. Addi onal delay may occur if the submi al is provided to the NRC in advance or in parallel with industry program ini a ves or pilot applica ons.

If you have any ques ons, please contact me at (301) 415 3329 or by email to William.Orders@nrc.gov.

Sincerely,

William T. Orders, Project Manager Plant Licensing Branch LPL4 Division of Opera ng Reactor Licensing Oce of Nuclear Reactor Regula on
