Gentlemen:

Subject: Report No. 50-261/82-16

This refers to the routine safeguards inspection conducted by Ms. C. D. Perny

of this office on May 10-14, 1982, of activities authorized by NRC License No.

DPR-23 at the H. B. Robinson - 2 facility and to the discussions of our

findings held with Mr. R. B. Starkey, General Plant Manager, at the conclusion

of the inspection.

Areas examined during this inspection included your physical security program

as implemented under the provisions of Title 10, Code of Federal Regulations,

Part 73, " Physical Protection of Plants and Materials", and the specific

requirements of your approved Security Plan. Within these areas, the

inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, performance tests, and

observations by the inspector.

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements. These items and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as

Appendix A. Elements to be included in your response are delineated in

Appendix A. Details of activities involving safeguards information are exempt

from disclosure in accordance with 10 CFR 73.21. Therefore, your response

should be incorporated in a separate paper and referenced in your reply.

We have examined actions you have taken with regard to previously identified

enforcement matters. These are discussed in the enclosed inspection report.

Two new unresolved items resulted from this inspection and are discussed in

the enclosed report. These items will be examined during subsequent

inspections. These items were discussed during the exit meeting with the

understanding that you would include supplemental information on these items

as an attachment to your response to the enclosed Notice of Violation.

Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

The responses directed by this letter and the enclosures are not subject to

the clearance procedures of the Office of Management and Budget as required by

the Paperwork Reduction Act of 1980, PL 96-511.
