ATTACHMENT Fort St. Vrain Status Report for the November 1 to December 11, 1987 Plant Status On December 11, 1987, Fort St. Vrain was taken critical for the first time since the hydraulic oil fire that occurred on October 2,1987, at 11:50 p.a. (MDT) in the turbine buildin l Facilities Op_erati_ons Summary l l

The turbine building fire, although limited to only a small portion of l the turbine building, caused damage to instruments, hydraulic operators, snubbers, hangers, manual valves, safety valves, electrically operated valves, pneumatically operated valves, cable trays, conduits, cables, and structural materials. The licensee, by December 11, 1987, had inspected i all components in the fire area and had completed restoration of all fire damaged equipment. This included testing of all affected system . During the fire, smoke entered the control room from around the door The licensee stated that the concentration of smoke was an eye irritant. The breathing air system was used sporadically. The licensee determined that the cause of the smoke in the control room was due to a differential pressure between the control room and the turbine buildin The licensee has moved the sensing line from the auxiliary electric room to the control room and has performed preventive maintenance on the ventilation system. Subsequent testing has shown that the control room can be maintained at a positive pressur . Restart The NRC (Region IV and NRR) performed onsite inspections of the l licensee's recovery operations during November and December. Region IV '

confirmed by letter dated December 11, 1987, that the licensee's short term corrective actions provided an acceptable basis for plant restar This was based on the NRC's ongoing inspection of the licensee's fire recovery operations and the completion of NRR's review of specific technical issues. The licensee is continuing with his commitments ,

relative to the longer term post-fire evaluation . . . . . .
