Enclosed are (4 copies of the subject GE responsos. The affidavit submitted with the origin)al referenced report in December 1990, is also applicable to this proprietary GE submittal.

GE appreciates the prompt and thorough NRC review of the referenced Licensing Topical Report (LTR) and trusts that the reply to the staff positions in the attachment to this letter are complete and responsive. The attachment addresses the technical issues in section 2 of the staff position. GE fully concurs with the NRC statements in the Introduction (section 1)-, the Schedule (section 3) and the Conclusion (section 4).

We plan to discuss staff position issuos during our next GE/NRC Generic Power

-Uprate meeting on November 6 1991. Following these discussions, we plan to issue a approved version of the LTR (commonly known as LTRI) to indicato completion and concurrence.
