Dear Mr. Johnson:

This letter is to propose changes to the Administrative Controls Section of the Fort St. Vrain Technical Specifications. These changes include an update to Section 7 for recent organizational changes, and the addition of Section 7.7 concerning a formalized Fuel Surveillance Program. The referenced letter submitted the actual Fuel Surveillance Program.

A summary of the proposed changes is provided in Attachment 1, the changes themselves in Attachment 2, and an evaluation of significant hazards consideration in Attachment 3.

In accordance with the provisions of 10 CFR 170, an application fee of $150.00 is enclosed.

OF PROPOSED CHANGES SECTION DESCRIPTION OF CHANGES AC 7.1.3 1) NFSC membership revision to reflect change in title of Executive Staff Assistant, Electric Production to Manager, Nuclear Licensing and Fuels Division.

Figure 7.1-1 1) Delete Senior Vice President, Operations.

2) The Vice President, Electric Production reports directly to President and Chief Executive Officer.

3) Change Title of Executive Staff Assistant, Electric Production to Manager, Nuclear Licensing and Fuels.

4) Indicate change of Manager, Quality Assurance Division to staff position.

5) Add position of General Manager, Fossil. Production

6) Delete Manager, Metro Production Division; Manager, Regional Production Division; and Manager, Production Services Division.

These positions now report to General Manager, Fossil Production.

7.7 1) New Section - Fuel Surveillance Program.
