SUBJECT:

SAFETY EVALUATION FOR DEGRADED GRID VOLTAGE PROCEDURES Re: HADDAM NECK PLANT; By letter dated July 9,198?, the staff provided its safety evaluation on degraded grid protection of Class IE power systems at the Haddam .

Neck Plant. In that letter, the staff requested that operating procedures be submitted which described operator actions for a degraded grid under non-LOCA conditinns. Py letter dated February 3,1983, Connecticut Yankee Atomic Power Company (CYAPC01 submitted the recuested procedures. By letter dated February 14, 1985, CYAPCO provided additional information concerning degraded grid voltage procedures at the Haddam Neck Plant.

Based upon nur review of the licensee's submittals, the staff concludes that the licenseds procedures for dearaded grid voltace protection of Class IE power systems are acceptable. A copy of our safety evaluation is enclosed.

Bv letter dated October 20, 1981, CYAPC0 proposed technical specification I'TS) changes to reflect additional limiting conditions for operrtion associated with the proposed degraded grid voltage protection system. The staff safety evaluation dated July 9,1982 concluded that the proposed TS rrodifications for degraded grid voltage protection were acceptable. As stated above, the staff also requested that procedures describing the reouired creretor actions be submitted for staff review. When these procedures were submitted, the staff discovered that the TS changes proposed in the October 1981 letter were not consistent with the action levels described in the procedures package. Given that the dcoraded orid voltage procedures have been found ecceptable, and that the proposed TS do not reflect the nunerical values presented in the apprnved procedures, the staff requests that CYAPC0 revise the TS proposed in the October 20, 1981 letter to reflect the values contained in the erproved procedures. The staff requests that the revised TS for degraded grid voltage protection be submitted within 90 days of receipt of this letter, 8507170030 950702 PDR P
