By letter dated November 20,1996, a Farley Unit 2 technical specification amendment for laser welded elevated tubesheet sleeves was approved. As part of the amendment approval process, Southern Nuclear agreed to submit a generic laser welded sleeving technical specification amendment for both Farley units prior to the Spring '97 outage for Unit 1. This letter submits the generic laser welded sleeving technical specification amendment for both Farley units as agreed to with the NRC Staff. Also included for Unit 2 is the administrative deletion of a one cycle impicmentation of L* which expired at the last Unit 2 outage. NRC approval of the proposed sendment is requested by March 1,1997, based on a Unit 1 outage start date of March 15,1997. ,

Enclosure 1 provides copies of proprietary Westinghouse WCAP-13088, Revision 4, i Westinghouse Series 44 and 51 Steam Generator Generic Sleeving Report; proprietary  ;

Westinghouse WCAP-14740, Specific Application of Laser Welded Sleeves for Farley Units I and 2 Steam Generators; and their non-proprietary versions of the WCAPs. Enclosure 2  !

provides the affidavit required for submittal of , mprietary information. Enclosure 3 provides [

a significant hazards evaluation for the technical specification amendment. Enclosure 4  ;

provides the requested revised technical specification pages. The Unit I technical specification pages are based on approval of the repair criteria cubmitted by Southern Nuclear letter dated December 26,1996.

Enclosure I contains Westinghouse WCAPs 13088, Revision 4 (proprietary),14740 (proprietary),13089(nen-proprietary), and 14741(non-proprietary). The proprietary

. information for which withholding is being requested in Westinghouse WCAPs 13088 and 14740 is further identified in affidavit CAW-96-1056 and CAW-96-1057 (Enclosure 2),

U.S. Nuclear Regulatory Commission Page 2 affidavit, which accompanies this letter, sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 10CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the application for withholding or the Westinghouse aflidavit should reference CAW 1056 and CAW 1057 and should be addressed to Nicholas J. Liparuto, Manager, Nuclear Safety Regulatory &

Licensing Activities.

Southern Nuclear has determined that the proposed license amendment will not significantly increase the amount of any effluent that may be released offsite, and there is no significant increase in individual or cumulative occupational radiation exposure. Southern Nuclear will implement the proposed amendment within 30 days of NRC issuance.
