Thank you for your letter of April 18, 1978, in response to our letter dated March 30,1978. Unforeseen circumstances have resulted in a considerable time lapse since your response and we wish to apologize for any inconvenience this may have caused you. As a result of our review of your April 18 letter, we find that additional information is needed for Item F., and coment on other items, as follows:

In consideration of this matter, we wish to remind you that your letter of April 18, 1978, as indicated in our letter of March 30, 1978, will be placed in the Commission's Public Document Room with the inspection report.
