Dear Mr. Grimsley:

This request is made pursuant to the Freedom of Information Act th01A), 5 U.S. C. 522, as amended. UNION ASSOCIATES submits this request to the Nuclear Regulatory Commission (NRC) to obtain documents regarding the following:

ON AUGUST 13, 1987, LINDA ROBINSON, CURTIS COWGILL AND PETER HABIGHORST OF THE NRC SPOKE TO LENORA STEWART IN REGARDS TO FOIA 87-479 FILED BY UNION ASSOCIATES. AT

( THAT TIME A DOCUMENT WAS IDENTIFIED AND SENT TO UNION ASSOCIATES AS THE DOCUMENT WHICH THE FOIA PAS SEEKING.

THAT DOCUMENT WAS A LETTER DATED JUNE 3, 1983 FROM EDWARD BRABAZON (STONE & WEBSTER ENGINEERING C0f.P . (" S & W" ) ) TO WILLIAM J. MUSELER (LONG ISLAND LIGHTING COMPA**Y (LILCO)). THE LETTER WAS HEADED "I&E INSPECTION ITEM 322/82-30-93 SEISMIC CATEGORY II -

i WO80-48923." DURING THE COURSE OF THE AUGUST 13, 1987 I TELEPHONE CONVERSATION, MR. COWGILL REMARKED THAT ORDINARILY HE WOULD NOT HAVE THE DOCUMENT AT HAND, BUT

' THAT "THE MATER HAD COME UP A COUPLE OF DAYS AGO." THIS REQUEST SEEKS INFORMATION REGARDING WHY MR. COWGILL HAD THIS DOCUMENT "AT HAND," AND, MORE SPECIFICALLY, ANY PROBLEMS AT THE SHOREHAM NUCLEAR PLANT DURING 1987 WHICH RELATED TO THE I&E INSPECTION ITEM 322/82-1 39-93 OR ANY OTHER ?AFETY PROBLEM (S) AT THE PLANT WHICH MAY HAVE PROMPTED REVIEW OF THE JUNE 3, 1983 LETTER DESCRIBED ABOVE.
