FIRE PROTECTION - ADDITIONAL INFORMATION REGARDING ITEMS OF NON-COMPLIANCE /0 PEN ITEMS IDENTIFIED DURING 1985/1986 INSPECTION - AMENDED INFORMATION By letter dated April 14, 1986, Consumers Power Company responded to the NRC request for information concerning areas in the Big Rock Point Plant which are not in compliance with applicable fire protection regulations. Specifically, our April 14, 1986 letter identified areas of non-compliance, or areas which are not in compliance with regulations because an exemption has not been requested. The letter also described comper.satory actions and Consumers Power Company's plan for resolving the identified issues, and provided a date by when a comprehensive fire protection summary document will be submitted to the NRC. In subsequent discussions with the NRC concerning our April 14, 1986 letter, we have decided to amend some of the information in that letter for the purpose of clarification, and in light of the May 8, 1986 site visit by the h7C. The amended information is presented below.

1. Exemption request for the lack of emergency lighting in the Plant yard areas and the lack of fixed suppression in the Screenhouse will be submitted to the NRC after the May 8, 1986 site visit by the NRC, but no later than June 1, 1986. This new submittal date supersedes the May 1.

1986 commitment in our April 14, 1986 letter.

2. If the results of the recalculation of the temperature rise in the Recirculation Pump Room, due to an oil fire, support the original

. exemption request, the corrected calculation will be submitted to the NRC after the May 8, 1986 site visit, but no later than June 1, 1986. This new submittal date supersedes the May 1, 1986 commitment in our April 14, 1986 letter. If, however, the recalculation shows that corrective action is necessary, it will be identified and submitted to the NRC by June 1, 1986.

3. Compensatory actions for the lack of fixed suppression in the Screenhouse include a barrier between the diesel fire pump and the redundant service '

water pumps. This barrier was installed as a result of the NRC's 1978 evaluation of the Big Rock Point Plant Fire Protection Program, and is j considered, for the purpose of this compensatory action, to serve as a i

" temporary barrier." This temporary barrier will protect the service water pumps from a fire at the diesel fire pump, and is in addition to a the compensatory actions described in our April 14, 1986 letter, ie, two-hour operator tours, four-hour security tours, heat detectors, and

manual suppression equipment.

f 4. Regarding the Control Room fire watch, our April 14, 1986 latter stated that tours of the Control Room would be conducted approximately every 20 minutes. At the time that the April 14, 1986 letter was submitted.

Plant management was in the process of scheduling these tours.

4 Accordingly, the tours were identified as occurring on "approximately" a 20 minute basis to account for the uncertainty in scheduling the limited manpower resources at the Big Rock Point Plant, while at the same time attempting to follow the guidance provided by the NRC. Using the available resources at the Plant, and accounting for the normal operating tasks that must be performed on a continuing basis, the tours of the Control Room have been scheduled to be conducted by personnel trained in

fire-fighting methods within every 30 minutes, ie, twice during an hour period. Therefore, the compensatory action described in our April 14, i 1986 letter to perform a tour of the Control Roca approximately every t

20 minutes has been superseded by the commitment in this letter to

' conduct the Control Room fire tour within every 30 minutes.
