On May 17, 1988, the Commission issued Amendment 91 to Facility Operating License No. DPR-6 in response to your application dated November 9,1987. The amendment changed the Big Rock Point Plant Technical Specifications to reflect the features and terminology used with the new out-of-core power range instrumentation. Included in that amendment was a request for you to perform independent, post-implementation verification reviews of the software, as discussed in dection 4,0(2) of the accompanying safety evaluation, and report the results and findings of those reviews to us within 120 days. We committed to review those results and findings and provide final acceptance of your validation and verification plan or provide further direction.

On August 11, 1988, members of our staffs, along with representatives of the General Electric Company, met in this office to further discuss the software verification reviews. A principal focus of the discussions was the issue of reviewer independence. Agreement was reached that (1) you would submit a proposed plan for completing the verification review and (2) the review could be completed in accordance with the plan within 60 days following our written approval of that plan.

By letter dated September 12, 1988, you submitted "BIG ROCK POINT DC WIDE RANGE MONITOR ADDITIONAL VERIFICATION PLAN." We have completed our review of the proposed plan and find it acceptable for the case of Big Rock Point Plant.
