In accordance with your amendment application dated August 26, 1986, and pursuant to Title 10, Code of Federal Regulations, Part 70, Special Nuclear Materials License No. SNM-368 is hereby amended to permit construction of P-Building subject to the following license condition:

32. The licensee shall not move soil near the septic leach field until the licensee has verified by analytical analyses that the soil is not contaminated with enriched uranium and/or source material in excess of Option 1 concentration limits established in the Draft Branch Technical Position, which was published in the Federal Register on October 23, 1981. Records of sampling procedures and analytical results shall be maintained for 2 years.

With implementation of this condition, we have determined that construction and operation of T-Building and construction of P-Building will not significantly affect the quality of the human environment; and thus, you will not be required to submit supplemental information to cover construction of these facilities.

All other conditions of this license shall remain the same.

The above condition was discussed and agreed to by your Mr. Kirk and George Bidinger of my staff on September 23, 1986.

Enclosed is a copy of our Safety Evaluation Report.

Prior to the addition of special nuclear materials to the attached southwest facility, another amendment to Materials License No. SNM-368 will be required.

UNC, Inc. 2 SEP 2 71966 Your March 21, 1986, letter also described new facilities which are already constructed. In accordance with your existing License Condition No. 9, operation in these facilities is not authorized. Use of the facilities described in your March 1986 letter must be preceded by a license amendment -

application and submittal of other information for the NRC to make determinations required by Parts 51 and 70.

The need for unclassified letters and for all enclosures to have the same date as the forwarding letter is stressed again. When you submit the safety demonstration, please resubmit the pages from the August 26 letter. This will save us valuable, expensive review time.
