DIABLO CANYON FUEL LOAD / LOW POWER SER The enclosed draft outline is in support of a decision regarding fuel load / low power for Diablo Canyon. This SER follows.our approach outlined in SECY 82-414 and therefore addresses Phase I (requirements of the Order) in detail and the status of Phase II (requirements of the staff letter). The SER should be a fairly thorough, . stand-alone document.

Since we are relying on the IDVP to conduct the first line review, they will provide us with a " bottom line" statement and conclusions regarding the safety of Diablo Canyon, Unit 1. PG&E will of course also be required to provide us with their " bottom line" statements. Our conclusions should include a discussion on the reasonableness and completeness of. the IDVP work.

In the way of background, Phase I of the program (Teledyne IDVP and PG&E/Bechtel ITP) is well along, including corrective actions and plant modifications. The status and results are described in the Semi-Monthly Reports, IDVP Interim Technical Reports, the PG&E Phase I Final Report (various sections have been submitted since September) and the IDVP Phase I Final Report (to be submitted end of January 1983). This documentation will form the basis for our SER Supplement regarding reinstatement of the suspended fuel load / low power testing license.

The Phase II activities are also well underway, including the additional efforts described in SECY 82-414. Status and results of attivities are reported as described for Phase I above. Another SER Supplement will be issued for Phase II.

'The activities include a detailed IDVP design review of the auxiliary feedwater system, the control room ventilation and pressurization system and the 4160V electrical distribution system. '
