'Vice President, Nuclear Operations Public Service Company of Colorado P. O. Box 840 Denver, Colorado 80201-0840

Dear Mr. Williams:

SUBJECT:

FORT ST. VRAIN ROVING FIRE WATCHES We have reviewed your letter dated June 8,1987 (P-87210) concerning modifications to the existing fire watches at the Fort St. Vrain Nuclear Generating Station. Your proposal addresses the use of fire watches to offset the following fire. protection deficiencies:

Potentially inadequate fire detector coverage, Degraded or missing' fire barrier' penetration seals, and Lack of a third turbine water removal pump.

You have proposed an hourly ff v watch to cover each of these deficiencies.

We have reviewed your proposal and concluded an hourly fire watch is adequate to offset these deficiencies. In addition, these areas should be inspected weekly by your fire protection engineer, or his alternate, to assure that storage of flammable materials is minimized in these vulnerable areas.

Sincerely, Kenneth L. Heitt.er, Project Manager Project Directorate - IV Division of Reactor Projects - III, IV, V and Special Projects cc: See next page DISTRIBUTION ,
