Dear Mr. Gigliotti:

This is in response to your letter of July 21, 1987 which forwarded changes to l your UNC Naval Products Physical Protection Plan in response to an NRC letter l doted June 23, 1987 requesting that changes be made to your security plan for implementation of the three near-term comparability measures (night firing i qualifications for guerds, 100% search of entering personnel and packages, and posting of drmed guards at material occess drea control points).

We have reviewed your proposed changes and find them acceptable for implementation of the three near-term comparability measures as discussed and dgreed upon during meetings between your security management representatives and members of the NRC Sofeguards staff on June 15 and July 23, 1987.

Further, we have determined that these changes are consistent with the provisions of 10 CFR 70.32(e).

In order to formally incorporate these chenges into your security plan, we dre hereby amending Safeguards Amendment SG-1 to your License SNM-368 by revising License Condition 9.1.A. and we are issuing new License Conditions 9.5, 9.6, and 9.7, effective immediately, as reflected in the enclosure to this letter.

The security plon described in the enclosed license conditions and page changes thereto ore withheld from public disclosure because they contain classified (CONFIDENTIAL) National Security Information and must be controlled in accordance with the provisions of 10 CFR Part 95.

9.6 By Januory 10, 1986 the licensee shall complete the initial' l night firing qualification for all security guards. . Night firing shall be accomplished using natural ambient light levels to acquire the target.' In case the target cannot be acquired by -

the shouters, artifical light may be added to provide light levels not exceeding 0.2 foot-condles measured at the mass center of the torget. Weapons and ammunition used during qualification dre described in the approved physical security.
