SUBJECT:

SAFETY EVALUATION, ACTIONS RELATING TO STEAM GENERATOR TUBES AND PLUGS, NORTH ANNA UNIT 1 (NA-1) (TAC N0. 72261)

By letter dated May 19, 1989, you requested that the NRC staff approve restart of North Anna Unit 1 regarding the subject as noted above. NRC staff approval is required pursuant to the plant Technical Specifications (TS) since results of steam generator tube inspections performed during the current refueling outage were found to be category C-3 (as defined in the TS).

The staff has completed the review of your steam generator inspection program and the results thereof and concludes that there is an adequate basis to approve restart for NA-1. Our safety evaluation (SE) is enclosed. As noted in the SE, the staff is continuing to evaluate whether hA-1 can be operated until the next refueling outage before the steam generators receive their next inspection.

Finally, the enclosed SE addresses your May 28, 1989 response to Bulletin 89-01,

" Failure of Westinghouse Mechanical Steam Generator Tube Plugs." We find your response to be acceptable subject to the clarification noted in the conclusions of the enclosed SE.
